Maintainer accounts and bots are excluded from external actor counts. CI smoke tests are not installs. Unsupported distribution counts remain unknown instead of being inferred.

This is not a bookmark collection. Candidates are parsed from real SKILL.md files, inspected for risky capabilities, classified, ranked against a stable seed baseline, then published to the registry consumed by Codex.
